Scientific Council: research capacity, priority areas of study and aligning the laboratories with international standards

On 28 October 2026, the 3rd meeting of the Scientific Council, chaired by Professor Kh.K. Djalilov, discussed a bank of 93 research topics for PhD and DSc candidates, five priority areas of research, and preparing the laboratories for WHO prequalification.

On 28 October 2026, the 3rd regular meeting of the Scientific Council of the "Center for Safety of Pharmaceutical Products" State Institution was held in a hybrid format. The meeting was chaired by the Chairman of the Scientific Council and Head of the State Pharmacopoeia Development Department, Doctor of Pharmaceutical Sciences, Professor Kh.K. Djalilov. All 19 members of the Council took part.

The meeting was held as part of the implementation of the Scientific Council's work plan for the current year. The agenda covered four items aimed at the systematic development of the Center's research activities, the training of young researchers, and raising the laboratory base to the level of international requirements.

The Deputy Head of the Department for the Development of Scientific Publications and Human Resources, Candidate of Pharmaceutical Sciences and Senior Researcher A.A. Ashurov presented the bank of research topics compiled for PhD and DSc candidates. The bank contains 93 topics across 4 specialty codes. The topics were selected on the basis of the Center's regulatory needs and cover the principal specialties of the pharmaceutical sector. The speaker also presented a unified system for the expert assessment of research papers and teaching materials published on behalf of the Center. The system is based on a six-stage review, seven criteria, a 100-point scale and an anti-plagiarism check.

A.A. Ashurov also reported on five priority areas of research in the field of medicines and medical devices. They cover pharmacovigilance and clinical pharmacology; quality and the pharmacopoeia; pharmaceutical technology and biopharmaceutics; medical devices; and regulatory science. In addition, the Center's research plan for 2026–2030, eight draft research topics and 16 indicators for assessing the effectiveness of research activities were presented.

Chief Specialist of the Department for the Development of Scientific Publications and Human Resources Z.F. Umarova and Deputy Head of the State Pharmacopoeia Development Department A.O. Zaynidinov presented the results of the master classes and webinars held for young scientists and specialists. In the first ten months of 2026, 64 training events were held — 2.1 times more than in the same period last year. A total of 194 instances of professional development involving 116 staff members were entered into the unified record. The number of staff holding a PhD rose from 4 to 8, and the number of staff with an academic degree from 22 to 25. Proposals were made to increase the number of webinars with international experts and to expand participation in the events of the World Health Organization, the European Directorate for the Quality of Medicines (EDQM) and the United States Pharmacopeia (USP).

The Head of the Testing Centre, Doctor of Philosophy in Pharmaceutical Sciences (PhD) Z.D. Boboyev reported on the work to prepare the Center's laboratories for WHO prequalification. An independent quality assurance system has been established on the basis of a corrective and preventive action plan. Work continues steadily on equipment qualification, validation of computerised systems and aligning documentation with the ALCOA+ principles. The prequalification process is scheduled for completion by the end of 2027.

The members of the Scientific Council held a comprehensive exchange of views on the reports. The reports were noted, and the relevant decisions were adopted for implementation on all items of the agenda.

The issues considered at the meeting serve to strengthen the Center's research capacity, guide young scientists towards academic degrees and secure international recognition for the testing laboratories. This in turn further strengthens the system for providing the population with high-quality, safe and effective medicines.

The bank of research topics thus opens up broad opportunities for specialists and candidates wishing to begin research. Questions concerning the choice of topics, academic supervision and the review of research papers may be addressed to the Department for the Development of Scientific Publications and Human Resources.
