Uzbekistan takes part in the 16th International Meeting of World Pharmacopoeias in Brazil

Participation of specialists of the state institution "Center for Pharmaceutical Product Safety" in the 16th International Meeting of World Pharmacopoeia (16th IMWP), organized by the Brazilian Pharmacopoeia (Pharmacopeia Brasileira) and ANVISA in cooperation with the World Health Organization (WHO) on June 13-19, 2026 in Brazil, Federative Republic of Brazil, as well as in the celebrations dedicated to the 100th anniversary of the Brazilian pharmacopoeia

The State Pharmacopoeia of the Republic of Uzbekistan and its pharmacopoeia body is a member of the International Pharmacopoeia of the World Health Organization (WHO) and is included in WHO's "The Index of World Pharmacopoeias and Pharmacopoeiial Authorities by World Health Organization". To the official invitation of the Head of Brazilian Pharmacopoeia Ms. Thaís Corrêa Rocha to the delegation of Uzbekistan to participate in the 16th International Meeting of World Pharmacopoeias, 16th IMWP, held in cooperation with the WHO International Pharmacopoeia and the Brazilian Health Control Agency (ANVISA) on June 15-17, 2026 in Brazil (Brasília), as well as the events dedicated to the celebration of the 100th anniversary of Brazilian pharmacopoeias, the State Institution "Center for Pharmaceutical Product Safety" (hereinafter referred to as the Center)
In accordance with Order No. 556 of June 9 "On sending on a business trip", the following delegations of the Center were on a business trip to Brazil, Federative Republic of Brazil:

1. Kh.K.Dzhalilov - Head of the Department for the Development of State Pharmacopoeia, Editor-in-Chief, Doctor of Pharmaceutical Sciences, Professor;

2. A.O. Zainidinov – Deputy Head of the Department for the Development of State Pharmacopoeia

During the delegation's visit, the following was done:

On June 15-17, 2026, in Brazil, participants took part in the 16th International Meeting of World Pharmacopoeiia, organized by the Brazilian Pharmacopoeia and ANVISA in cooperation with the WHO, its stakeholder meeting, and the celebrations dedicated to the 100th anniversary of Brazilian pharmacopoeiia. The meeting was held in a hybrid format (online and offline) in three working sessions, which was attended by representatives of the pharmacopoeias of Brazil, Britain, Europe, India, Japan, Korea, Mexico, Russia, China, Vietnam, the USA and Uzbekistan, as well as experts from the WHO Secretariat, the ICH, the OECD, the Eurasian Economic Commission and other international organizations.

• Day One (June 15, 2026) – Opening ceremony and pharmacopoeia updates

Opening Ceremony. The meeting was opened by the Head of the Brazilian Pharmacopoeia and Chairman, Ms. Thaís Rocha. She welcomed all the participants and board members, introduced the leadership of ANVISA, and thanked the WHO Secretariat and Directors who were present, giving the first floor to Dr. Daniel Meirelles Fernandes Pereira, Director of ANVISA (Brazilian Agency for Health Control).

Dr. Daniel Meirelles congratulated the Brazilian pharmacopoeia on the 100th anniversary and highlighted its important role in the quality assurance and regulatory system of medical products in Brazil. He also noted the strategic importance of pharmacopoeias in supporting regulations, research, laboratories and the pharmaceutical industry.

Afterwards, Dr. Leandro Pinheiro Safatti, Director-President of ANVISA, welcomed the participants of the meeting and noted that the World Pharmacopoeia Meeting should be held annually with the support of the WHO and is an important platform for international cooperation and exchange of experiences. He noted that the 16th IMWP is being held in Brazil on the occasion of the 100th anniversary of the Brazilian Pharmacopoeia Meeting. He also paid special attention to the introduction of alternative methods for the detection of endotoxins and the harmonization of general pharmacopoeia methods at the international level based on the ICH guidelines as the main issues on the agenda.

WHO Introduction. On behalf of the WHO, Mr. Luther Gwaza, Head of the Group on Norms and Standards for Medicines and Chairman of the International Pharmacopoeia, outlined the aims and objectives of the meeting and conveyed the congratulations of the WHO Director-General, Dr Tedros Adhanom Ghebreyesus. He noted that the COVID-19 pandemic and other global health threats have shown how important international cooperation is, and that cooperation between pharmacopoeias plays an important role in ensuring access to quality medicines.

He also noted that relatively few countries in the world have their own pharmacopoeia and the risk of low-quality and counterfeit medicines is high in such countries. In this regard, he briefly introduced the main areas on the agenda of the meeting, noting that the IMWP platform serves to exchange experience between pharmacopoeias, jointly solve common problems and develop international cooperation.

• Second day (June 26, 2026) – closed session: documents and initiatives

In the closed session, the draft IMWP Aspirations document was initially discussed. It was noted that the main purpose of the document was to clearly define the missions, activities and importance of IMWP for stakeholders. During the discussions, the title and content of the document were reviewed and proposals for its completion were made.

Also, a draft White Paper on environmental sustainability was discussed, and the issue of biodiversity conservation was retained as one of the important areas of the document. An agreement was reached to regularly update the document, prepare the main text and practical examples in the form of separate documents, and publish the final copy on the WHO website in consultation with the IMWP members.

Update on the Pharmacopoeia Discussion Group (PDG). On behalf of the WHO Secretariat, the WHO Technical Specialist, Mr. Steve Estêvão Cordeiro, reviewed the recommendations on the PDG. Originally proposed, the ICH was corrected accordingly when it became clear that the technical support process for the Q4B annexes was the ICH's own task (not for the IMWP). As a result, the three PDG-related recommendations of the 15th IMWP were reaffirmed: the PDG will continue to share the work program with IMWP participants (including on the Q4B applications), will distribute the draft of Phase 2 and the Phase 4 harmonized texts by email.

• Day three (June 17, 2026) – meeting of stakeholders and 100th anniversary of the Brazilian pharmacopoeia

The third day was dedicated to a meeting of stakeholders and a solemn ceremony dedicated to the 100th anniversary of Brazilian pharmacopoeia in Brazil. At the opening, ANVISA representatives emphasized the historical role of Brazilian pharmacopoeia in the country's healthcare system and its importance in international cooperation, and thanked the experts and foreign delegations who participated in the organization of the event.

During the ceremony, an anniversary video was shown, reflecting the 100-year development of Brazilian pharmacopoeia and the memory of its founder, Dr. Rodolfo Albino Díaz da Silva, was commemorated.

Also, the 8th edition of the Brazilian Pharmacopoeia, the 4th edition of the Homeopathic Pharmacopoeia, the 3rd edition of the Phytotherapeutic Formulary, and the 3rd edition of the National Formulary were officially presented. It is noted that the 8th edition of the Brazilian Pharmacopoeia included 19 new monographs, 122 monographs were revised and more than 200 topics were updated.

As a result of the visit, the following main results were achieved:

1. The Republic of Uzbekistan officially participated in the 16th International Meeting of World Pharmacopoeias and presented to international experts the work carried out on the development of the national State Pharmacopoeia, international harmonization work, preparation of the 2nd edition and preparation for membership in the PDG.
2. Cooperation relations were strengthened with representatives of the WHO, Brazil, Europe, Britain, India, Japan, Korea and other leading pharmacopoeia and regulatory organizations. In particular, representatives of the British pharmacopoeia invited the delegation of Uzbekistan to participate in the meetings of the Commission as an observer, while the Mexican pharmacopoeia expressed its readiness to provide free access to its pharmacopoeia.
3. Four current official publications by the Brazilian Pharmacopoeia have been made available to the delegation of Uzbekistan in electronic form free of charge.
4. The mechanisms of harmonization of pharmacopoeia through the IMWP Aspiration Document, the activities of the PDG and the ICH Q4B appendices were studied, which were evaluated as important practical experience for the preparatory work of Uzbekistan for membership in the PDG.
5. Approaches and advanced practices of leading pharmacopoeias to replace methods involving animals with modern alternative methods in endotoxin and pyrogen tests were studied.
