By Recommendation No. 22 of 29 September 2026, the Board of the Eurasian Economic Commission recommended the Guideline on the design, operation, qualification and maintenance of heating, ventilation and air-conditioning (HVAC) systems used in the manufacture of non-sterile medicinal products. The document contains recommendations on preventing contamination and cross-contamination in the manufacture of non-sterile dosage forms such as tablets, capsules, powders, liquids, creams and ointments. Without removing the mandatory nature of GMP requirements, the guideline establishes an approach based on scientific evidence and risk assessment and covers examples of air filtration, airflow direction and pressure differentials, temperature and relative humidity, control of dust, vapour and fumes, qualification of systems, and the design of production areas (weighing, dispensing and sampling areas).
