SYSTEM OF DEVELOPMENT OF THE STATE PHARMACOPOEIA OF THE REPUBLIC OF UZBEKISTAN

The Order of the Minister of Health dated May 3, 2019 No. 115 "On the organization of a group of workers and experts on the formation of the State Pharmacopoeia of the Republic of Uzbekistan" was signed, according to which the Agency for the Development of the Pharmaceutical Industry approved the Order No. 24 of July 17, 2019 "On the organization of work on the development and preparation for publication (republication) of the State Pharmacopoeia of the Republic of Uzbekistan", and the system for the development of the State Pharmacopoeia was created.

The system for the development of the State Pharmacopoeia includes the Editorial Board, the Editorial Council, the Secretariat of the State Pharmacopoeia, 11 Specialized Expert Commissions and their working groups. In general, a total of about 200 eminent scientists and highly qualified specialists working in the pharmaceutical and related fields are involved in the relevant branches of the system.

Editorial Board. It is the supreme body of the system of publishing/republishing the State Pharmacopoeia. It reviews and recommends for approval the State Pharmacopoeia, its appendices, as well as individual pharmacopoeia monographs by the Ministry of Health of the Republic of Uzbekistan. The Editorial Board determines promising directions for the development and improvement of the State Pharmacopoeia and approves plans for the development and improvement of its individual sections. The Editorial Board consists of highly qualified, scientists with many years of experience, as well as highly qualified specialists in the field.

Editorial Board. It is the supreme executive body of the system of preparation of the State Pharmacopoeia for publication/republication, which coordinates the activities of the Specialized Expert Commissions, their working groups and individual specialists. The Editorial Board determines the main directions for the preparation of the State Pharmacopoeia and its sections and develops a work plan. The Editorial Board periodically studies and discusses drafts of pharmacopoeia monographs and other standardization documents and submits them to the Editorial Board for consideration.

Secretariat. It is the executive branch of the Editorial Board, distributes tasks between the Specialized Expert Commissions and their working groups, and monitors their implementation. Members of the Secretariat are engaged in making scientific, technical and editorial corrections on pharmacopoeia monographs assigned to them. Members of the Secretariat also work in cooperation with experts in the field in the development, harmonization and scientific editing of monographs. They also make proposals for amendments and/or additions to the State Pharmacopoeia.

Specialized expert commissions. It is a special specialized working body of the state pharmacopoeia publishing/republishing system, which covers a wide range of highly qualified, narrow specialties. Specialized expert commissions carry out their activities on the basis of the instructions of the Editorial Council. The activities of specialized expert commissions are coordinated by the members attached to the Secretariat. Specialized expert commissions carry out the harmonization of the texts included in the State Pharmacopoeia with the monographs of leading pharmacopoeias, as well as their translation, scientific editing, appropriate amendments and additions.

To ensure the scientific integrity of pharmacopoeia articles, the system has eleven specialized expert commissions. Each of them is responsible for a specific scientific and methodological direction:

Methods of physical research and analytical equipment;
Methods of physical and chemical research;
Determination of the validity and quantity of drugs;
methods for determining biological activity;
biological preparations and microbiological research;
Reagents and analytical solutions;
Medical supplies and packaging materials;
Pharmaceutical Research;
Pharmaceutical-technological researches;
pharmacognostic research;
Statistical analysis and mathematical processing methods.

Working Group. It consists of highly qualified specialists with sufficient experience in compiling, coordinating and improving pharmacopoeia articles. The activities of the Working Group are coordinated by the Chairman and Scientific Secretary of the Specialized Expert Commissions. The work carried out by the members of the Working Group is discussed at the meetings of the Specialized Expert Commissions and submitted to the Editorial Board for consideration.

At the first meetings of the Editorial Council, a prominent figure of the pharmaceutical industry, a prominent figure of the pharmaceutical industry, the Editor-in-Chief of the State Pharmacopoeia, Doctor of Pharmaceutical Sciences, Professor Kh.K. Dzhalilov at the first meetings of the Editorial Council showed his zeal in creating the State Pharmacopoeia of the Republic of Uzbekistan, which united a team of leading scientists and qualified specialists of the field towards a single goal, coordinated their work and was of historical importance.
